A list of improvements that should really get done becomes real, trackable work items in exactly the projects they belong to, dependencies between them included. Everything is visible on a single board, sorted by area, effort and what is currently blocked.
Several agents then work through that list in parallel. Each change is checked individually before it gets adopted, instead of being collected and applied unchecked.
